Federal Self-employed Persons Program (C11)

It is a federal immigration program that allows candidates with relevant experience in cultural or athletic activities, who are willing and able to make a significant contribution to the cultural or athletic life of Canada, to apply for permanent residency in Canada.

Eligibility Criteria

This program offers a pathway to Canadian permanent residency for those who meet the stringent criteria and fulfill the requirements, making it an option for accomplished artists, athletes, and cultural professionals to pursue their careers in Canada.

Eligible candidates must demonstrate their world-class achievements in their respective fields, develop a viable business plan, and establish their intent to contribute significantly to Canadian culture or athletics.

Have relevant experience


At least two years of experience taken part in cultural activities or athletics at a world-class level or been a self-employed person in cultural activities or athletics
At a minimum, your experience must be:
For cultural activities:
a. 2 one-year periods being self-employed in cultural activities, or
b. 2 one-year periods participating at a world-class level in cultural activities, or
c. a combination of a one-year period , and a one-year period in (a) and (b)

For athletics
a. 2 one-year periods being self-employed in athletics, or
b. 2 one-year periods participating at a world class level in athletics, or
c. a combination of a one-year period in (a) and (b)

Meet the program’s selection criteria


The federal assess you on selection criteria that include your: experience, education, age, language abilities and adaptability. You must get a minimum of total 35 points on these factors:
- experience
- education
- age
- language abilities
- adaptability

Establishing Intent to Be Self-Employed


Applicants must demonstrate that they intend to become self-employed in Canada in their chosen field. This might involve establishing a business plan and demonstrating the potential for meaningful contributions to Canadian culture or athletics.

Meet medical, security and other conditions


You and your family members must have a medical exam and get police certificates and prove that you have enough money to support yourself and your family after you get to Canada
